Selecting provincial leaders is a fraught task for authoritarian regimes. Although central authorities more readily trust provincial leaders with close ties to the center, such loyalists may lack the local knowledge and connections necessary to govern adeptly. Using an original data set on the tenures and backgrounds of China’s provincial party standing committee members, this article explores how Beijing fine-tunes provincial leadership teams to resolve this dilemma. The analysis challenges the conventional wisdom that Beijing exerts its tightest personnel control in (...) strategically important provinces. It shows that Beijing tolerates significant embeddedness of local leadership in provinces with complex governance challenges even when these provinces are important. Moreover, it finds that when the center reasserts control through appointments of loyalist personnel during times of crisis, it does so in a balanced manner. These calibrated personnel strategies highlight the extent to which authoritarian systems rely on local expertise and experience as well as top-down control. (shrink)

This paper revisits Herbert Kliebard's figure of John Dewey in Kliebard's The Struggle for the American Curriculum . The paper argues that, while there are indeed reasons for the disembodied picture of Dewey that emerges from Struggle , such figuration ultimately has an effect that is overly reproductive: It ignores Dewey's efforts to live within and across institutional boundaries so as to reconstruct the practices and interests of the society in which he lived. Using the work of Bakhtin and Dewey, (...) I argue that it is only by such a Deweyan engagement that our own voices will ultimately be able to "ring" or "sound" in novel and potentially radical ways. Anglo-American approaches to Aristotelian metaphysics have been deeply influenced by the reconstructions of the “Oxford analysts,” most notably of the late G. E. L. Owen. In Owen’s seminal articles, Aristotle emerges—like the later Plato of G. Ryle and J. L.Ackrill—as a primitive exponent of analytical methodologies. The principles of Aristotelian metaphysics—being, unity, identity, essence, accident—are reconstructed by Owen as foundational concepts implicit in ordinary linguistic practices. Metaphysics is, in effect, reduced to a form of logic, focused on the clarification of (...) the conceptual apparatus of ordinary language. (shrink)

People often use indirect speech, for example, when trying to bribe a police officer by asking whether there might be “a way to take care of things without all the paperwork.” Recent game theoretic accounts suggest that a speaker uses indirect speech to reduce public accountability for socially risky behaviors. The present studies examine a secondary function of indirect speech use: increasing the perceived moral permissibility of an action. Participants report that indirect speech is associated with reduced accountability for unethical (...) behavior, as well as increased moral permissibility and increased likelihood of unethical behavior. Importantly, moral permissibility was a stronger mediator of the effect of indirect speech on likelihood of action, for judgments of one's own versus others' unethical action. In sum, the motorist who bribes the police officer with winks and nudges may not only avoid public punishment but also maintain the sense that his actions are morally permissible. (shrink)

Although many people choose to sign consent forms and participate in research, how many thoroughly read a consent form before signing it? Across 3 experiments using 348 undergraduate student participants, we examined whether personality characteristics as well as consent form content, format, and delivery method were related to thorough reading. Students repeatedly failed to read the consent forms, although small effects were found favoring electronic delivery methods and traditional format forms. Potential explanations are discussed and include participant apathy, participants trying (...) to save time by not reading the consent form, and participant assumptions about consent forms. (shrink)

In 2017 we published a paper in this journal proposing a philosophical framework for recognizing ecological communities as natural entities, the Evolutionary Community Concept. That paper attracted a lengthy reply; herein we take the opportunity to clarify critical aspects of the ECC and use a case study to demonstrate how the ECC can be made operational. We maintain the ECC provides a framework useful for establishing objectives associated with ongoing and proposed restoration and conservation efforts.

Venturing into novel terrain poses physical risks to a female and her offspring. Females have a greater tendency to avoid physical harm, while males tend to have larger range sizes and often outperform females in navigation-related tasks. Given this backdrop, we expected that females would explore a novel environment with more caution than males, and that more-cautious exploration would negatively affect navigation performance. Participants explored a novel, large-scale, virtual environment in search of five objects, pointed in the direction of each (...) object from the origin, and then navigated back to the objects. We found that females demonstrated more caution while exploring as reflected in the increased amounts of pausing and revisiting of previously traversed locations. In addition, more pausing and revisiting behaviors led to degradation in navigation performance. Finally, individual levels of trait harm avoidance were positively associated with the amount of revisiting behavior during exploration. These findings support the idea that the fitness costs associated with long-distance travel may encourage females to take a more cautious approach to spatial exploration, and that this caution may partially explain the sex differences in navigation performance. This paper defends a new norm of assertion: Assert that p only if you are in a position to know that p. We test the norm by judging its performance in explaining three phenomena that appear jointly inexplicable at first: Moorean paradoxes, lottery propositions, and selfless assertions. The norm succeeds by tethering unassertability to unknowability while untethering belief from assertion. The PtK‐norm foregrounds the public nature of assertion as a practice that can be other‐regarding, allowing asserters to act in the (...) best interests of their audience when psychological pressures would otherwise prevent them from communicating the knowable truth. The social cognition of domestic cats is a scarcely studied topic due to the reputation of the animal as individualistic. Nevertheless, cats are capable of cognitively demanding cooperative activities such as a communal nest-moving. The cognitive abilities of free-ranging cats are evaluated against the background of the shared intentionality hypothesis, proposed by a research group of Michael Tomasello. Although their comparative studies are carried out on chimpanzees, they are valuable as a source of conceptual work linking empirical cognitive studies with (...) the philosophical accounts of joint agency. We critically analyze theoretical cognitive concepts interpreting the triadic interactions of great apes and the collective hunting among chimpanzees. Contrary to the shared intentionality hypothesis, it is argued that cats have cognitive abilities to share attention, truly cooperate and constitute shared meanings. Finally, we introduce the concept of the natural interaction ritual by Randall Collins and outline its significance for our case study about cats as well as for a general biosemiotic theory of the development of symbols. Previous simulation work on the evolution of communication has not shown how a large signal repertoire could emerge in situated agents. We present an artificial life simulation of agents, situated in a two-dimensional world, that must search for other agents with whom they can trade resources. With strong restrictions on which resources can be traded for others, initially non-communicating agents evolve/learn a signal system that describes the resource they seek and the resource they are willing to offer in return. A (...) large signal repertoire emerges mainly through an evolutionary process. Agents whose production and comprehension abilities rely on a single mechanism fare best, although learning enables agents with separate mechanisms to achieve some measure of success. These results demonstrate that substantial signaling repertoires can evolve in situated multi-agent systems, and suggest that simulated social interactions such as trading may provide a useful context for further computational studies of the evolution of communication. As genomic science has evolved, so have policy and practice debates about how to describe and evaluate the ways in which genomic information is treated for individuals, institutions, and society. The term genetic exceptionalism, describing the concept that genetic information is special or unique, and specifically different from other kinds of medical information, has been utilized widely, but often counterproductively in these debates. We offer genomic contextualism as a new term to frame the characteristics of genomic science in the debates. (...) Using stasis theory to draw out the important connection between definitional issues and resulting policies, we argue that the framework of genomic contextualism is better suited to evaluating genomics and its policy-relevant features to arrive at more productive discussion and resolve policy debates. Mobile devices with health apps, direct-to-consumer genetic testing, crowd-sourced information, and other data sources have enabled research by new classes of researchers. Independent researchers, citizen scientists, patient-directed researchers, self-experimenters, and others are not covered by federal research regulations because they are not recipients of federal financial assistance or conducting research in anticipation of a submission to the FDA for approval of a new drug or medical device. This article addresses the difficult policy challenge of promoting the welfare and interests of (...) research participants, as well as the public, in the absence of regulatory requirements and without discouraging independent, innovative scientific inquiry. The article recommends a series of measures, including education, consultation, transparency, self-governance, and regulation to strike the appropriate balance. (shrink)

Beginning in the 20th century, scientific research came to be dominated by a growing class of credentialed, professional scientists who overwhelmingly displaced the learned amateurs of an earlier time. By the end of the century, however, the exclusive realm of professional scientists conducting research was joined, to a degree, by “citizen scientists.” The term originally encompassed non-professionals assisting professional scientists by contributing observations and measurements to ongoing research enterprises. These collaborations were especially common in the environmental sciences, where citizen scientists (...) participated in counting wildlife and measuring environmental conditions. Later, patient groups began to play a more active role in supporting clinical trials and collecting health records from affected individuals. (shrink)

Knowledge is good, ignorance is bad. So it seems, anyway. But in this dissertation, I argue that some ignorance is epistemically valuable. Sometimes, we should suspend judgment even though by believing we would achieve knowledge. In this apology for ignorance (ignorance, that is, of a certain kind), I defend the following four theses: 1) Sometimes, we should continue inquiry in ignorance, even though we are in a position to know the answer, in order to achieve more than mere knowledge (e.g. (...) understanding) while minimizing the effects of confirmation bias. 2) It’s false that we should believe every proposition such that we are guaranteed to be right about it (and even such that we are guaranteed to know it) if we believe it. 3) Being in a position to know is the norm of assertion: importantly, this does not require belief or (thereby) knowledge, and so proper assertion can survive speaker-ignorance. 4) It can be permissible and conversationally useful to tell audiences things that it is logically impossible for them to come to know: Proper assertion can survive (necessary) audience-side ignorance. Cumulatively, this project suggests that, properly understood, ignorance has an important role to play in the good epistemic life. (shrink)

The beginning of this century hailed a new paradigm in linguistics, the paradigm brought about by de Saussure's Cours de Linguistique Generale and subsequently elaborated by Jakobson, Hjelmslev and other linguists. It seemed that the linguistics of this century was destined to be structuralistic. However, half of the century later a brand new paradigm was introduced by Chomsky's Syntactic Structures followed by Montague's formalization of semantics. Základní struktura de Waalova přístupu je v souladu se sentimentalistickou teorií morálky, která určuje soucítění jako bazální morální cit. V interpretaci vlivné neodarwinistické genocentrické školy dále hraje zásadní roli altruismus. Stoupenci tohoto směru (R. Dawkins, G. C. Williams) nicméně obhajují rozdělení krutého světa přírody a etického světa lidské kultury; distinkce byla Fransem de Waalem (...) nazvána „teorií pozlátka“, neboť vyvolává obraz tenké vrstvy morálky nanesené na sobecké jádro lidské biologické přirozenosti. C. M. Korsgaardová využívá kantovskou etiku, aby ukázala, že zvířata nemohou být počítána za morální, neboť postrádají schopnost normativní autonomie. M. Midgleyová oponuje jak neodarwinistickému, tak kantovskému rozvrhu etiky a ukazuje, že soucítění patří k přirozenosti společensky žijících druhů a že reflektivní uvažování se vztahuje pouze k nejvyššímu patru evoluce morálky. Pozice M. Midgleyové je pro evoluční zkoumání morálky přínosnější než postup C. M. Korsgaardové. This article introduces Frans de Waal’s theory of the origins of human morality and evaluates the merits of the philosophical commentaries of Christine M. Korsgaard and Mary Midgley, and their application to the discipline of evolutionary ethics. The fundamental structure of de Wall’s approach is congruent with the sentimentalist theory of morality which determines sympathy as the most vital moral sentiment. A crucial role is also assigned to altruism in the view of morality in the influential genocentric neo-Darwinian school. However, proponents of this school (R. Dawkins, G. C. Williams) advocate the separation of the cruel world of nature and the ethical world of humane culture; this is dubbed “Veneer Theory” by F. de Waal, since it invokes an image of a thin layer of morality applied to a selfish core of biological human nature. C. M. Korsgaard applies Kantian ethics to argue that animals cannot count as moral because they are not capable of normative self-government. M. Midgley opposes both neo-Darwinism and the Kantian tradition in ethics in arguing that sympathy is a part of any social species’ nature, and that reflective reasoning refers only to the highest peak of moral evolution. It is argued that the position of M. Midgley is ultimately a more fruitful approach to the evolutionary examination of ethics than that proposed by C. M. Korsgaard. (shrink)

The Ideal Worlds Account of Desire says that S wants p just in case all of S’s most highly preferred doxastic possibilities make p true. The account predicts that a desire report ⌜S wants p⌝ should be true so long as there is some doxastic p-possibility that is most preferred. But we present a novel argument showing that this prediction is incorrect. More positively, we take our examples to support alternative analyses of desire, and close by briefly considering what our (...) cases suggest about the logic of desire. (shrink)

Harry Chalmers argues that monogamy involves restricting one’s partner’s access to goods in a morally troubling way that is analogous to an agreement between partners to have no additional friends. Chalmers finds the traditional defenses of monogamy wanting, since they would also justify a friendship-restricting agreement. I show why three traditional defenses of monogamy hold up quite well and why they don’t, for the most part, also justify friendship-restricting agreements. The analysis of desire ascriptions has been a central topic of research for philosophers of language and mind. This work has mostly focused on providing a theory of want reports, that is, sentences of the form ‘S wants p’. In this paper, we turn from want reports to a closely related but relatively understudied construction, namely hope reports, that is, sentences of the form ‘S hopes p’. We present two contrasts involving hope reports and show that existing approaches to desire (...) fail to explain these contrasts. We then develop a novel account that combines some of the central insights in the literature. We argue that our theory provides an elegant account of our contrasts and yields a promising analysis of hoping. (shrink)

It was seventy five years ago that the book, Holism and Evolution by Jan Christiaan Smuts was published. Although the book was very popular at the time, it has not been accepted by either the scientific or the philosophical community. Its complex message was truncated to the truism "the whole is more than the sum of its parts," which became the definition of holism, but ensured its rejection by the skeptic as a too general statement to be of practical value. (...) It is very unlikely that there was a sinister plot to sideline this important work. The simplest explanation is that Smuts' concepts, which suggest many of the later ideas of systems thinkers, were simply too far ahead of their time. Now however, at the dawn of the new millennium, the time is perfect to rediscover Smuts and to apply his ideas with a "holos consciousness" to the many burning issues that humanity faces. Schlenker (Semant Pragmat 2(3):1–78, 2009; Philos Stud 151(1):115–142, 2010a; Mind 119(474):377–391, 2010b) provides an algorithm for deriving the presupposition projection properties of an expression from that expression’s classical semantics. In this paper, we consider the predictions of Schlenker’s algorithm as applied to attitude verbs. More specifically, we compare Schlenker’s theory with a prominent view which maintains that attitudes exhibit belief projection, so that presupposition triggers in their scope imply that the attitude holder believes the presupposition (Karttunen in Theor Linguist 34(1):181, (...) 1974; Heim in J Semant 9(3):183–221, 1992; Sudo in The art and craft of semantics: a festschrift for Irene Heim, MIT Press, 2014). We show that Schlenker’s theory does not predict belief projection, and discuss several consequences of this result. (shrink)

In order to handle presuppositions in the scope of attitude verbs, the binding theory allows presuppositions triggered in a subject's beliefs to be bound at the matrix level; and it allows presuppositions triggered in non-doxastic attitudes to be bound in the subject's beliefs (Geurts, 1999; Maier, 2015). However, we argue that this leads to serious overgeneration, for example it predicts that the unacceptable `Sue will come to the party, but Bill is sure that she won't and that only Sue will (...) come to the party' should be equivalent to the acceptable `Sue will come to the party, but Bill is sure that nobody will come to the party'. This is because the presupposition triggered by `only Sue will come to the party' should be able to be bound at the matrix level. We discuss some responses to this problem, but argue that they all have shortcomings. (shrink)

This paper defends a theory of fictional truth. According to this theory, there is a fact of the matter concerning the number of hairs on Sherlock Holmes' head, and likewise for any other meaningful question one could ask about what's true in a work of fiction. We argue that a theory of this form is needed to account for the patterns in our judgments about attitude reports that embed fictional claims. We contrast our view with one of the dominant approaches (...) to fictional truth, which originates with David Lewis. Along the way we explore the relationship between fiction, counterfactuals, and vagueness. (shrink)

A single mother is a person who is accountable for raising their children alone because they do not have a husband or live-in partner. Single mothers claim to have no co-parenting relationships at all, comparing single parents to those who are married, cohabiting, or without children, single parents experience the worst work-life balance. A single parent may feel overwhelmed by the demands of juggling child care, a career, paying bills, and maintaining household responsibilities. Single-parent households frequently deal with several extra (...) obligations and possible complications that other families would not. The study also emphasizes the difficulties and coping mechanisms faced by contractual single parents as well as their lived experiences. The study's findings, which were based on an Interpretative Phenomenological Analysis, were as follows: (1) Work-life balance can be difficult for single parents. They struggle to keep their jobs while taking care of their family because they are the only ones in charge of the children. (2) Single contractual mothers face particular difficulties due to a lack of resources for basic expenses. (3) Contractual single women lean on their kids, the good people in their lives, and their faith in God to get through problems. (shrink)

This paper is about two requirements on wish reports whose interaction motivates a novel semantics for these ascriptions. The first requirement concerns the ambiguities that arise when determiner phrases, such as definite descriptions, interact with ‘wish’. More specifically, several theorists have recently argued that attitude ascriptions featuring counterfactual attitude verbs license interpretations on which the determiner phrase is interpreted relative to the subject’s beliefs. The second requirement involves the fact that desire reports in general require decision-theoretic notions for their analysis. (...) The current study is motivated by the fact that no existing account captures both of these aspects of wishing. I develop a semantics for wish reports that makes available belief-relative readings but also allows decision-theoretic notions to play a role in shaping the truth conditions of these ascriptions. Contemporary bioethics recognizes the importance of the culture in shaping ethical issues, yet in practice, a process for ethical analysis and decision making is rarely adjusted to the culture and ethnicity of involved parties. This is of a particular concern in a health care system that is caring for a growing Aboriginal population. We raise the possibility of constructing a bioethics grounded in traditional Aboriginal knowledge. As an example of an element of traditional knowledge that contains strong ethical guidance, we (...) present the story of the Gifts of the Seven Grandfathers. We note a resemblance of this Ojibway teaching to virtue ethics in European traditions, but we suggest that there are also important differences in how these two traditions are currently presented. We hope that further engagement with a variety of indigenous moral teachings and traditions could improve health care involving Aboriginal patients and communities, and enrich the discipline of bioethics. In this paper, we present two puzzles involving desire reports concerning series of events. What does a person want to happen in the first event – is it the event with the highest expected return, or the event that is the initial part of the best series? We show that existing approaches fail to resolve the puzzles around this question and develop a novel account of our own. Our semantics is built around three ideas. First, we propose that desire ascriptions (...) are evaluated relative to a contextually supplied set of propositions, or alternatives. The semantic value of an ascription ‘S wants p’ is determined by S's preference ordering over these alternatives. Second, we propose that desire reports carry a requirement to the effect that the prejacent of the ascription must be suitably related to the background set of alternatives. Finally, we suggest that desire reports carry a dominance condition concerning the subject's ranking of the alternatives. Overall, we argue that our theory provides us with an elegant resolution of our puzzles, and yields a promising approach to desire. (shrink)

This book, written both for a Canadian and an international readership, provides a multidisciplinary review of the framework and performance of the Canadian Medical Assistance in Dying (MAID) program. In the first five years (2015-2021) of operation, this program delivered voluntary euthanasia and assistance in suicide to over 30,000 Canadian residents, presently representing a 30% annual growth. Looking back on these first five years, the 30 Canadian scholars and clinicians contributing to this volume raise important issues and attempt to answer (...) key questions that have arisen in regards to its operation and its stated objectives. This volume strikes the most appropriate balance between the autonomy of persons who seek medical assistance, versus the interests and protection of vulnerable persons. Finally, the book makes suggestions on how the program can presently be improved. It identifies gaps in knowledge about MAID’s operational program and its impact on individuals, families and society in order to stimulate the necessary research that is essential to the evolution of a healthy and well-balanced program. As a first, comprehensive examination of medically assisted deaths in Canada, this publication will be of great value to lay, professional, academic, political audiences both domestically and internationally, especially in jurisdictions that are examining their options of permitting assisted deaths. This paper presents a puzzle involving embedded attitude reports. We resolve the puzzle by arguing that attitude verbs take restricted readings: in some environments the denotation of attitude verbs can be restricted by a given proposition. For example, when these verbs are embedded in the consequent of a conditional, they can be restricted by the proposition expressed by the conditional’s antecedent. We formulate and motivate two conditions on the availability of verb restrictions: a constraint that ties the content of restrictions (...) to the “dynamic effects” of sentential connectives and a constraint that limits the availability of restriction effects to present tense verbs with first-person subjects. However, we also present some cases that make trouble for these conditions, and outline some possible ways of modifying the view to account for the recalcitrant data. We conclude with a brief discussion of some of the connections between our semantics for attitude verbs and issues concerning epistemic modals and theories of knowledge. (shrink)

Job motivation remains an area of concern among researchers due to the rising issues of poor or lack of motivation among workers. This refers to one’s personal will or drives to perform a task at work. Meanwhile, job satisfaction refers to an employee’s sense of fulfillment with his or her work experience. Therefore, the current study utilized the descriptive- correlational research design to investigate the impact of job motivation on the job satisfaction of accountants. To gather essential data and achieve (...) the objectives of the study, Multidimensional Work Motivational Scale (MWMS) and Minnesota Satisfaction Questionnaire (MSQ) were administered to the target respondents. The collected data were then analyzed using a Multiple Regression Analysis; findings revealed that job motivation has a significant impact on the job satisfaction of accountants. Additionally, the results of this study were carefully evaluated and discussed, and recommendations were made to benefit the stakeholders of the study and contribute to the existing body of knowledge. A growing number of epistemologists have endorsed the Ignorance Norm for Inquiry. Roughly, this norm says that one should not inquire into a question unless one is ignorant of its answer. I argue that, in addition to ignorance, proper inquiry requires a certain kind of knowledge. Roughly, one should not inquire into a question unless one knows it has a true answer. I call this the Knowledge Norm for Inquiry. Proper inquiry walks a fine line, holding knowledge that there is (...) an answer in the left hand and ignorance of the answer in the right. (shrink)
